technically speaking the full official name in SG is Powered Pleasure Craft Driving Licence.
It used to be in SG that you just need to go through a 2-day fam course at some reputable marina clubs and voila they issue you an annual renewable licence. After some fatal incident involving such licence holder conducting unrecognised training for new drivers,
MPA (Maritime Port Authority) decided to regulate this and earn money at the same time.
So now we have to go for the fam, take the theory, then take the practical. Something like Class 3 driving.
I took my fam with
SAF Yacht Club, cost me $300 bucks plus some discount with UOB card. Theory with
Singapore Maritime Academy at Singapore Poly cost $21, and the practical cost $52 and is conducted at
Poly-Marina.
Of course depending on where you live, you can take it up anywhere you like. SAFYC has a clubhouse at Changi and another at Sembawang.
The theory is not easy as they cover a whole load of issues regarding traffic rules and regulations on the sea and water ways, navigation, equipments, safety regulations, and practical boat handling. The practical is even harder coz you cant study it. You just hope that the day you take your practical the sea is calm and has no traffic. :p
Well after u have the PPCDL which now lasts a lifetime, most people take a sailing conversion course and you can sail to Australia in a yacht!
